This is used in the testing steps seen at https://github.com/matrix-org/synapse/blob/master/docs/jwt.md#how-to-test-jwt-as-a-developer

See jpadilla/pyjwt#501 for when this was removed from PyJWT. We could probably update it with a little bit of Python.
