Just curious, what's the motivation for this? The tokens should be secure enough in most circumstances?

given how powerful AS tokens can be, it seems wise to be able to lock the IPs which are allowed to use them to the box where the AS actually runs.

For the record, this added a dependency on netaddr. Please do make sure that new dependencies are added to to python-dependencies.py.
