Standardize the format of a BLS12-381 commitment in a did document #14

BBS signatures for subject binding, include a commitment to the linked secret, this commitment can be expressed in a did document to make issuance and re-issuance easier. The format of this commitment in a did document must be standardised.

In addition to defining this in a did document, I think we should get a JWK representation drafted up as well. Maybe even draft the JWK definition then use it in the did document?
