Remove RTCStatsEvent.json (#6516)

Self-approved because why not?

The `statsended` event and the `RTCStatsEvent` type it
used were removed from the spec long ago due to lack of
implementation and interest by the browser orgs. This patch
removes the `RTCStatsEvent.json` file since it's not needed.
