Remove api.IDBVersionChangeEvent.version from BCD #13814

This PR removes the irrelevant version member of the IDBVersionChangeEvent API as per the corresponding data guidelines. The lack of current support has been confirmed by the mdn-bcd-collector project (v4.0.0), even if the current BCD suggests support. (Verification performed in #13741.)
