There are several issues here:

1. the mentioned flag has been deprecated (but not yet removed) https://bugzilla.mozilla.org/show_bug.cgi?id=1799344
2. Firefox presumably no longer requires a user gesture https://phabricator.services.mozilla.com/D139796
   • however I installed this MV3 extension and the limitation is still present in Firefox 135
   • 
3. the table doesn't mention the requirement for other browsers

What did you expect to see?

• Chrome 127+ no user gesture required Ensure consistency of action.openPopup API across browsers w3c/webextensions#160 (comment) (confirmed)
• Firefox user gesture required
• Safari 16+ no user gesture required Ensure consistency of action.openPopup API across browsers w3c/webextensions#160 (comment) (reportedly)
