The last "official" data release was in 2018, and it even vanished in the meanwhile:

Let me know if you want me to help. I can prepare a new release with a 2019 dump and fix #7 while at it. I prefer to use Zenodo if possible.

It would be great to have new data on open access. I know that some French universities and the Ministry would like to better understand the use of open access works on Wikipedia. It's probably the same in other countries who are developing open access.
