0.4.1-alpha bugfix release

Fixed 2 bugs:

• cafe.exe would crash if you ran it without arguments
• unable to run cafe job status [id]

This release brings InSpec into the cafe fold. In the future this will be used to do health checks on the applications cafe manages.

v0.2.0-alpha - New Jobs Structure

Switched to a new jobs structure which allows for two features requested in the demo:

1. If chef is running while you reach the interval, skip that interval
2. When chef is paused, we shouldn't allow it to be run and it will ignore intervals
