Allow NMDC Edge to push data to the submission portal

Enable support in NMDC edge to push metadata to Submission Portal.

We should be able to use ORCID JWT in bearer token to authenticate but we may need to coordinate with @pkalita-lbl and @naglepuff to fine tune the behavior.

The change to accept nmdc_edge (note: underscore, not hyphen) as a source_client should be available on dev now.
