Set opaver_web_path in config.js

opaver_web_path is hard-coded in two files: metaAnnotation_wdl.tmpl and metagenome_pipeline_wdl.tmpl. This creates a problem when nmdc-edge is deployed somewhere other than Expanse. I will modify the config.js file to add the opaver_web_path variable, modify the metaAnnotation_inputs.tmpl and metagenome_pipeline_inputs.tmpl files to include this input and add this variable as an input to the wdl template files. I will set the hard-coded values in the wdl templates to the opaver_web_path
