Description

As a TRE Developer
I want to have required workflows run only when needed
So that doc (md files) changes will have quick cycle times

Acceptance criteria

  • doc changes trigger only lint checks
  • branch policy remains as is with all the checks intact, but will not block doc PRs (because their respective workflow were skipped)
