Part of solution to #1089

Description

Depends on hosting set-up from #1479 and cert from #1480

  • Set up private DNS zone to map domain name to Nexus VM private IP
  • Configure Nexus Repository Manager to consume SSL certificate from KeyVault

Acceptance criteria

  • From a user resource VM, a user should be able to pull packages from apt and PyPI proxies over https
