Can't load LUIS keys for function bots

The menu for selecting LUIS keys is grayed out

To Reproduce

Steps to reproduce the behavior:

1. Create an empty node function bot
2. Create a provision for the bot
3. Add an echo dialog and add a trigger to call that dialog
4. Click on the error to add a LUIS key
5. Click through the menus until you need to select the LUIS resource

Expected behavior

The menu should be interactable
