Does this occur consistently?
Repro steps:

1.github copilot is signing in my vs code
2.

Action: azextAgent.activate
Error type: Error
Error Message: Unable to write into user settings because the file has unsaved changes. Please save the user settings file first and then try again.

@koushikbethu The error might be caused by a corrupted settings file. Could you F1 > Open User Settings (JSON), fix and save the content of the file, and then restart VS Code?
