TeamsEmergencyCallRoutingPolicy: Resource cannot be deleted, no errors shown

Description of the issue

TeamsEmergencyCallRoutingPolicy can be created and updated but cannot be deleted (Ensure = Absent), the logs show that policy is deleted but actually isn't, Test-DSCConfiguration always returns that the resource is not in desired state.
