Steps to reproduce

Regardless if you try to launch from settings or using the shortcut key the editor never appears. You do get a wait cursor for a few seconds but nothing appears.

I also navigated to C:\Program Files\PowerToys\modules\FancyZones and tried to launch the exe and got the same results so it looks like a problem with the editor exe not the shortcut or settings.

The editor to appear
