FancyZones layout editor will not open

Steps to reproduce

If I try to open the FancyZones editor through PowerToys Settings or with the Activation Shortcut, it does not open.

✔️ Expected Behavior

The FancyZones editor should have opened. Windows should snap to their zones when I hold shift and drag a window.

❌ Actual Behavior

I get the pop-up message stating "Please report the bug to https://aka.ms/powerToysReportBug". Also, FancyZones itself appears to not be working. When I try to snap the windows to the zones, nothing happens
