Description of the new feature / enhancement

Now that more and more utilities are being added to PowerToys, I think there should be an option to pin frequently used utilities in the left side menu of PowerToys Settings window.

Scenario when this would be used?

Users may not use all the utilities at the same frequency, or may not use some of them at all. Having their most frequently used utilities pinned at the top should make it faster to find them and tweak the settings. Though users might just change the settings once in a while, it might be some quality of life improvement.
