I have no idea how to reproduce.
The PowerToys was idle.
The screen went black for a few seconds while encoding a video on AviUtl video editor.
This message popped up when the screen turned on.
And AMD Bug Report Tool popped up at the same time and told me that the AMD Software detected the driver was timed out in system.

Then AMD Software notified me that "Default performance tuning settings have been restored due to an unexpected system failure."

予期しないシステム障害により、デフォルトのパフォーマンス チューニング設定が復元されました。

I suspect it's an issue with the graphics driver rather than the PowerToys.
There were similar reports in Issues, but I report this in hopes that the AMD error that occurred at the same time might give some clues.
