Keyboard manager supports remapping keys to anything else, example Left Win = Delete.
But there is no universal mouse configuration application that would allow remapping any mouse buttons (or wheel direction etc, any output windows can read).
Example:
Mouse Wheel Up = Insert
Mouse Wheel Down = Delete
Mouse Button 7 = Left Win Key
Mouse Button 8 = Music Play/Pause
Mouse Acceleration and Mouse Speed.
Be it a Toggle or Shift/Hold.
Example:
Mouse Button 6 = [Shift] Mouse Speed -> 18. (otherwise back to default value, like 9)
Mouse Button 5 = [Toggle] Mouse Acceleration -> On/Off
And then have application specific modifiers too, like having Edge.exe running and mouse use one remapping set. And when having paint.exe then another set and third set for Builder3D.exe. Sets possible be changed in mouse per app running, or using keyboard modifiers (Shift/Alt/Ctrl/CapsLock etc).
Scenario when this would be used?
Many applications can be mouse oriented for reading or creation.
And most PC mouses today have more than 5 buttons and mouse wheel.

Many use gaming mouses that offer additional inputs, or special buttons like Microsoft Sculpt Ergonomic, that has Wheel Left/Right and Win + Thumb buttons as addition.
Cheap gaming mouses offer 3-4 additional buttons to those 5 above mentioned ones. And it would be nice to be able add some new features to them, like when reading Office Document to have a Page Up/Down buttons, or when creating 3D models to have easy switch between different object move/scale/rotation without using left hand for keyboard shortcuts.
Web browser could have use for Mouse Wheel Left/Right buttons to be Next/Previous tab, and have two buttons for New Tab and Close Tab. Or even use mouse button to initiate Voice Control or AI Voice for question.

NOTE: If your mouse has 5 buttons but the 4th and 5th buttons don't do anything in by default - then XMBC may not be for you. This software relies on the standard mouse driver to send the default 4th and 5th mouse button messages which usually default to BACK/NEXT in browsers and other programs. Having said that you can still remap the standard 2 or 3 buttons and scroll wheel.
