WSL Upgrade Not Working

Repro Steps

Try to update wsl.exe to the latest version (2.3.26 at the time of this ticket): wsl.exe --update
However, the version is stuck at: 2.0.9.0

Expected Behavior

I cannot seem to update WSL. This computer has hosted WSL since it was a tech preview, and it seems the old installs have become a problem.

I have these old versions listed in my 'add or remove programs' listing, and I cannot seem to uninstall them.

I've tried downloading older msis from https://github.com/microsoft/WSL/releases, but I've had no luck with uninstalling prior versions.

Download and execute collect-wsl-logs.ps1 in an administrative powershell prompt:

Invoke-WebRequest -UseBasicParsing "https://raw.githubusercontent.com/microsoft/WSL/master/diagnostics/collect-wsl-logs.ps1" -OutFile collect-wsl-logs.ps1
Set-ExecutionPolicy Bypass -Scope Process -Force
.\collect-wsl-logs.ps1

The script will output the path of the log file once done.

@koenigseggcc: It looks like the previous installation is in a bad state. From the logs:

MSI (s) (48:A0) [19:06:03:039]: Product: Windows Subsystem for Linux -- Error 1714. The older version of Windows Subsystem for Linux cannot be removed.  Contact your technical support group.  System Error 1612.

Can you try to use this tool to force it to uninstall ?
