WSL Upgrade Not Working #12546

Repro Steps
Try to update wsl.exe to the latest version (2.3.26 at the time of this ticket): wsl.exe --update
However, the version is stuck at: 2.0.9.0
Expected Behavior
I cannot seem to update WSL. This computer has hosted WSL since it was a tech preview, and it seems the old installs have become a problem.
I have these old versions listed in my 'add or remove programs' listing, and I cannot seem to uninstall them.
Here are the logs from the installer.

I've tried downloading older msis from https://github.com/microsoft/WSL/releases, but I've had no luck with uninstalling prior versions.
