Can't uninstall WSL

Environment

Windows build number:  Win32NT             10.0.19042.0 Microsoft Windows NT 10.0.19042.0
Whether the issue is on WSL 2 and/or WSL 1: WSL 1 (I Think)

Steps to reproduce

Im not sure how to reproduce it i am just trying to uninstall it.

Expected behavior

To be able to remove it

Actual behavior

When i try to remove it through powershell, cmd, or control panel it will finish and tell me to restart after i hit restart no it will get to the preparing features and reboot at 98% and after it reboots it says reverting changes.

I also have WSL 2 completely installed and i have tries removing it and uninstalling wsl and it wont work.

I have no restore point or backup. This has been happening for a month now and i just kept thinking that a update will eventually fix this or not.

Just had to wait till windows updated to the next version (From 2004 to 2009)
