HTTPS connection failed from some web sites

Repro Steps

run curl -v https://stbfep.sps-system.com/api/xmlapi.do in wsl terminal

Expected Behavior

connection successed and get http response.

Actual Behavior

But it works on host Windows OS and web browser which mean the server is not wrong. It only error occurred in WSL.

Ran this on a pi as well and verified that this is a WSL only problem.
