Currently Flux requires a key that has read/write access to a GitHub repository. Need to investigate if this is actually needed, how to mitigate the security risk.

In particular it would be ideal if we could just give Flux read only access to the repo and, if it needs to externalize state somewhere, have it be in etcd or otherwise.
