Dropdown: not opening when used in a panel which needs to scroll into view the dropdown

Describe the issue:

In the codepen above open the panel and if you vertically shrink the output window enough to cause a scroll in the panel and try open the dropdown it fails to do so.

Actual behavior:

Dropdown is not opening

Dropdown should open
