[Bug]: Standalone MM Core Can Create HOBs

Current Behavior

See discussion and patch at: https://edk2.groups.io/g/devel/topic/103018869. I believe it was an oversight to leave HOB creation ability for StMM Core when it was removed for drivers. However, this needs to be evaluated.

Expected Behavior

StMM is a HOB consumer phase. HOBs in general are meant to be produced by one phase and consumed by another.
