After we have clearer, "official" getting started steps for the new arch templates, (see microsoft/react-native-windows-samples#980) we want to make sure we update the new arch wiki page to point end users to the official docs and not our internal testing docs

Kind of relevant, but I've updated https://github.com/microsoft/react-native-windows/wiki/Contributing-to-the-CLI to reflect its easier to debug the new init-windows.
