Making a new file

when I press apply in editor it makes a new file? wtf? the code it provided me was for the file I was already in, so why would it make a new file

Additionally, it should create in the same folder where the user currently is or provide some 1 or 2 options where copilot thinks it should place. Right now, it places in folder above the folder the user currently is in.
