Repro steps

1. 1.Launch the application URL https://code.visualstudio.com/docs/?dv=win64user&dark-plus-v2 and press ENTER" Thanks for downloading VS Code for Windows!" will open.
2. TAB to "Verion" info bar and TAB till "dismiss this update" button and observe that focus is not visible for the "dismiss this update" button .

Actual

Focus is not visible for the "dismiss this update" button in the "version" info bar present in the " Thanks for downloading VS Code for Windows!" page.

Expected

Focus should be visible for the "dismiss this update" button in the "version" info bar present in the " Thanks for downloading VS Code for Windows!" page.

User Impact

keyboard users will face difficulties if focus is not visible for the "dismiss this update" button in the "version" info bar, hence they will get confused and face difficulties in accessing the "dismiss" button.
