First suggested kernel is always C# #10716

  • Reload the window
  • Run "Create jupyter notebook"
  • The automatically selected kernel is C#
  • Close the editor
  • Run the create command again
  • It picks a more reasonable python virtual environment kernel

I see that no kernels are marked as suggested, so we take the first available kernel. I didn't debug that far, so I didn't see - is the issue with the extension not marking the kernel as suggested? Is it an issue with vscode not waiting for this to happen?
