Testing microsoft/vscode#129467

CleanShot.2021-07-27.at.13.49.10.mp4
  1. Run line by line on a cell
  2. Reach the end of the line
  3. Then hit "Run All"
  4. 🐛 python file opens up

In this case I'd expect either for run all or other run actions to be disabled OR exit run line by line and proceed to do whatever that action is. I think the latter is a preferred experience for me.
