What we want

Change "python.pythonPath" deprecation question prompt to a notification one.

This comes from feedback from management, we currently ask users if they want us to remove the settings from settings.json. We should just remove it and inform them that we did instead of asking them what to do.

Prompt text

We removed the "python.pythonPath" setting from your settings.json file as the setting is now deprecated. You can get the path of your selected interpreter in the Output channel. Learn more.
