Testing #3602

Repro

  1. For remote containers
  2. When docker is not running
  3. Open the containers view
  4. Click on the + in the title

Bug
We show a list of actions in a quick pick. Since docker is not stated, most of these options cause errors:

We may want to disable the + when docker has not started
