Grouped workspace language settings don't override non-grouped user language settings

Steps to Reproduce:

1. This in .vscode/settings.json:

}

2. Does not override this in %appdata%\Code\User\settings.json:

      "editor.defaultFormatter": "vscode.typescript-language-features"
    }
}

Originally discovered on a colleague's computer because the project was not being correctly autoformatted for them.
I've replicated with the above configuration.
