Tracks adding call hierarchy support (#16110) to VS Code's built-in JavaScript and TypeScript extension

Fixed by #88168

Note that will this will ship in VS Code 1.42, users will still need to update to use TS 3.8+ as VS Code 1.42 will still only include TS 3.7.x

Once we pick up TS 3.8 with VS code 1.43, the feature will be available to everyone out of the box
