CPP test dll not running after migration

Description

Suppose to pass test failing with "Failed to set up the execution context to run the test"

Steps to reproduce

Run the following command after running build.cmd
.\artifacts\pathto\vstest.console.exe \pathto\packages\microsoft.testplatform.testasset.nativecpp\1.0.0\contentFiles\any\any\Microsoft.TestPlatform.TestAsset.NativeCPP.dll

Expected behavior

Test should pass

Actual behavior

Test failed with error message "Failed to set up the execution context to run the test"

Environment

Same test is passes if dev14 is installed.
