Description of the new feature/enhancement

Update https://github.com/microsoft/winget-cli/blob/master/src/AppInstallerCLICore/VTSupport.cpp to support hyperlinks that will become available to the console and Windows Terminal with microsoft/terminal#7251

Helps with #501.
