Unable to associate Cloudfront-scoped WAF #43

With WAFv2 there are two scope types; Regional for regional-based WAFs, and Cloudfront for global WAFs.

Currently the plugin assumes Regional for all WAFv2 requests, rendering Cloudfront WAFs unable to be associated.
