Since instagram always locks us out of our accounts or even bans them when we're downloading a lot, I'm wondering if an Instagram viewer proxy like piokok.com would solve this issue to let us download profiles without restrictions?

To be honest, I doubt that this will really make a difference.
Even if such a service actually host image content for themselves, you are now at their whim, and have to take them at their word that they do not recompress/transcode any media content any further.

File links from this site all point to cdninstagram.com, so it doesn't actually host anything on its own. It just provides an alternative interface to IG.
