Variable number of resamples/particle before termination in RootPPL should be tested properly

Particles can terminate at different iterations of SMC. Only a simple test has been done for this to see that it does not crash. It should, however, be tested with a model that utilizes this feature and where we know what results to expect (e.g. log Z or some distribution of program states).
