auth0 dev tenant for test clusters

Background

We should look at making it easy for test clusters to hook into our dev auth0 tenant. Until now this is a very manual / painful process and is probably one of the few reasons we still havent deleted the ephemeral structure from our infra repo.

See how we can have both the production and dev auth0 domains co-existing within the infra repo so that test clusters by default hook into the dev tenant instead.
