CI: Run tests for Linux AArch64 and ARMv7 targets on the real hardware at GitHub Actions

GitHub Blog / Linux arm64 hosted runners now available for free in public repositories (Public Preview)

Currently, we are running these tests as the followings:

• aarch64-unknown-linux-gnu
  • Run once a week at AWS using a CodeBuild Fargate instance as a custom GitHub Actions runner.
    • https://github.com/moka-rs/moka/actions/workflows/CIArm64.yml
    • Free for 100 minutes per month.
  • Using a real hardware (AWS Graviton).
• armv7-unknown-linux-musleabihf
  • Run on each commit at GitHub Actions.
    • https://github.com/moka-rs/moka/actions/workflows/LinuxCrossCompileTest.yml
  • Using QEMU user space emulator on x86_64.
    • x86_64 does not support relaxed memory model, so it cannot be emulated.
