Bug summary

It appears our current dockerfile has become outdated, leading to failing docker build across the board (including mbuild and gmso). I have been trying to fix it in #539, but the fix doesn't seem to be good enough. If you have experience with Docker as well as setting up Dockerfile, please consider help us fix them (or I can re-attempt on a different occasion).
