Self-nominated user became auto-approved when "Nominations auto-approved" is disabled

In the past, we had some people get automatically auto-approved and we figured out that we had to disable the check.

However, this time around, even with the check disabled, a person managed to get automatically approved.

I removed "Notifications accepted" until we figure out why.

Also, how can I remove a badge?
