Floating window borders not working

Description

#363 was closed, but when I try to set the window border to "rounded", no border is set:

I don't think this is a bug because the PR was clearly merged in, so I believe this must have something to do with my config, maybe with highlight groups or something. This affects both hover and action windows for me.
