MWCMQS show as online, but might be offline #902

MWCMQS show as online, but might be offline. Also seems like reconnect request is not efficient.
Manual MQS restart usually helps.

Filled for QT wallet because it is not clear if it is mwc713 or mwc-wallet issue. Listener implementations are slightly different.
