ut_sb_stubs broken by packet layout change

The structure defining the message layout changed, placing
the message content in a separate structure, requiring
current code that was "pointer->field" to be adjustd
to read "pointer->Packet.field"

This change must be applied to code in ut_sb_stubs.c
that is only compiled when UT_VERBOSE is defined.

The automatic test system used to check out CFE builds
defines UT_VERBOSE in order to collect supporting
evidence useful for debugging any failures or errors
encountered during testing.
