Handle finished jobs in neuro port-finished

neuro port-forward hands in infinite loop until the user interrupt it by Ctrl-C. It does this even for finished jobs.

Expected behavior:

• If the job was already finished, exit the command with indicating error.
• If the job has been finished after starting the command, exit with indication of the job status.
• If the job has been restarted, wait until it be restarted and reconnect to it.
