Make "close" button sticky

When the picker window is scrolled, the title bar with the close button scrolls out of view. To close it, you must either choose an icon or scroll all the way to the top to close it.

I propose modifying the CSS so that the title bar of the modal stays put as you scroll, keeping the close button in view at all times.
