When customizing a link share there is the option "Video verification" despite the "Nextcloud Talk" App isn't installed on the instance.
By clicking the option there are appearing two error notifications.
"Sending the password by Nextcloud Talk" for sharing a file or folder failed because Nextcloud Talk is not enabled.
Error updating the share: "Sending the password by Nextcloud Talk" for sharing a file or folder failed because Nextcloud Talk is not enabled.
I tested it on versions 27.1.2 and 27.1.3
Steps to reproduce
Click on "share"
Create new share link
Open "customize link"
Click on "Video verification"
Expected behavior
If the Nextcloud Talk App isn't installed on an instance, this option shouldn't be available like in the versions before.
Or there should be an options in "Administration Settings" -> "Sharing" to disable this feature completely.

Bug description
When customizing a link share there is the option "Video verification" despite the "Nextcloud Talk" App isn't installed on the instance.
